Why a constant in importance formula?

From the online help I see

"The formula for importance is : Importance = 2+P+S+D"

Maybe I am missing something. What is the value of the constant in the expression? If every item has that offset - doesn't it factor out of the equation when sorting?

Are some of the other factors capable of going negative and you want the importance to be a positive number? I think priority can be negative. That might explain an offset of 1. What's the other one?

Completed tasks are always given an importance of 0. The offset of 2 is to make all the other tasks have an importance of 1 or more.
