Is it possible currently or could this be a future enhancement, that when I assign a task to someone else, they receive some type of notification, be it email, or a number in the corner of the iphone application icon?

Yes, this is already possible, but the other person needs to register for notifications. They will get the notifications by email.
To set this up, select "Sharing" from the "Tools" menu and then click on "Track Changes"
