I am unable to access habits offline on my my Samsung galaxy tab. Is this normal?

No, it should be available offline as long as you synced the app at least once while you were online to download your data. What happens when you try to use it offline?

Completely empty until I sync. online

Looks as though the system is trying to sync when offline Same happens with list and outline.
