Is it possible to have a text message sent to a collaborator to notify them when you have assigned them a task?

Your collaborator can turn on notifications which will send an email when they have a task assigned to them. They can then setup their email program to alert them. Some cellphone companies will give you a special email address for your phone to receive texts, so you can use this special email address as the notification location and they'll get a text.
