I am comparing Remember the Milk, Todo and Toodledo for the features and capabilities. So far I like RTM (features, usability, website) but I'm not sure about the yearly price.
One thing that I can not figure out is if Toodledo requires me to get a Pro account to use push notifications.
Does it?
Also, do I need the pro account to set a specific time for a notification?

Push notifications will work with a free account. The only limitation is that all the reminders will go out 1 hour ahead of time. If you want to customize the leadtime for the reminders, you can get a Pro account.
