iphone app not syncing

When I try to sync via iPhone, it wont sync, it just hangs. Spinning wheel (wifi) just keeps spinning, and I have a strong connection. After a while screen dims except in the centre of the screen. Can I re-download the app, but I do not want to pay for it again
Any suggestions how to fix it?

Had to re-install the app though
