I initially tried adding the URL given on the toodeldo website and it merged the events correctly.
But now when i try to add the URL , initially it merges events after after 4 seconds it says can not merge events there is setting error
where is the fault

The ics import is meant to be a one-time thing. I don't know how it would behave when you try to import the same times several times. That is probably why you are getting those errors. I would try using the live iCal link instead, which is meant for ongoing syncing.
