Install Error - Configuration system failed to initialize

Exception occurred while initializing the installation: System.Configuration.ConfigurationErrorsException: Configuration system failed to initialize. I just upgraded from .net 1.x to .net 3.5, the .net 2.x version is 2.0.50727. With MSI logging enabled, I found the following in the logs. I don't know enough about MSI to know if this is relevant or not. If not, I can try to dig up more. I am afraid this looks like a corruption of your .Net framework to me. I'd try a repair installation of both frameworks.
