I have shared tasks with someone who primarily uses their android phone, they have install the Toodledo app on their phone bur we have not been able to figure out how to see the shared/collaborator's (mine) tasks on their phone. What do you have to do to see the Collaborator's tasks on the phone of person the tasks are being shared with?

None of the apps currently support "Workspace Switching" which is what it sounds like you are trying to do. This is something that we plan to add in the future. For now, you can use our website from the phone's web browser and access the collaborator's workspace that way.
