Is there a way to set the alarm time less than an hour, or is 1 hour the only option.
Sometimes, I would like to be reminded of a task 10 or 15 min. before the task is due.

With a basic Toodledo account, 1 hour is the only option. Pro members can choose reminder lead times from 15 minutes to 30 days in advance. More information is here: http://www.toodledo.com/info/help.php?sel=46
Short of getting a Pro account, your only other option would be to create a separate task to serve only as a reminder for another task, and make its Due Time 1 hour after you want the reminder.
