...Through the context-selection scroll menu?
I mean, yeah, there's no New Context button there, but... Can I add one through the Account Settings? If not, can you add such a feature?
My contexts are very specific, and having to go to the Contexts settings page every time I want to add a new context sucks.

There is no way to do that. You might consider using Tags for that instead of Contexts. Tags are entered freeform into the box instead of picked from a list (In other words, you don't have to create them before using them).
