Is the link that is generated publicly available to everyone or just the people you share the link with?

The link that is activated when you enable public sharing could theoretically be viewed by anybody, but they would have to guess the random string of characters to find it if you do not provide them the link, which seems highly unlikely. To share privately with specific people you can add them to collaboration, but they will have to have a Toodledo account also for that to work.

Yes, collaboration with basic accounts is read-only.
