Reorder within importance...

Hi,
I am not sure if this is possible, but i would like to be able to reorder/group items within importance level. For instance, in this screenshot, id like to group the red arrowed ones and the green arrowed ones together. Any suggestions?

Here's what the Help section says about sorting by Importance:

Given that information, I am not sure why the tasks you've highlighted have different importance scores?
I guess you could use another field to ensure they sort together, e.g. a tag, priority, etc.
