Outlines removed from latest version?

I just installed the latest Beta version for iphone (Build 24) and outlines seem to have disappeared. Haven't updated for a while.
Pretty sure I only started using outlines after installing a previous Beta. Now the things seem to be gone. Is this a bug or were they just removed for some reason.
It's just so frustrating. For several years now, all I have wanted is a somewhat finished product, yet it keeps getting chopped and changed. What's the point of using something like this to organize work if the developer just randomly removes functions?
