I've tried many, if not all, ToDo apps for Android that either sync with Toodle or don't.

Ultimate-ToDo is the best that I've tried, though I've not tried toodleTasks.

Does anybody know of an app that puts to use the not ToDo parts of ToodleDo? The outline or lists feature?

Pretty sure that outlines and lists aren't part of the api so none of the apps can take advantage of them for now.
